The Top Origins For International Relocation In 2025

In the past decade, the global mobility of skilled professionals has undergone profound change. Europe, in particular, has become both a hub of attraction and a springboard for outward migration. While much attention has focused on the influx of talent into Europe, our data at Relocately shows a fascinating story of where professionals are leaving from and where they are going.

For international moving companies, this is more than just an interesting trend. It is a window into future demand, a signal of where to focus marketing efforts, and an opportunity to better understand the motivations driving relocations. By combining our own internal insights with external research, this article maps the countries leading the way in professional migration and explains what is behind the moves.

The European Countries Driving Outbound Migration

Every year, we at Relocately track the migration patterns of professionals who seek our services. The above table is a visualisation of the data that we gathered. Looking at 2024 compared to 2023, and then 2025 compared to 2024, clear patterns emerge in the European countries generating the highest outbound activity.

France and Germany stand out as the most consistent sources of professionals moving abroad. In France, migration activity increased by 29 percent in 2024 compared to the previous year, and still grew a further 20 percent into 2025. Germany showed almost identical strength, with a 28 percent rise followed by an even more impressive 31 percent increase. Together, these two countries represent the heart of European professional outflows.

Italy presents a slightly different story. Growth was more modest between 2023 and 2024, at 11 percent, but the following year saw a surge of 29 percent. This suggests that professional migration momentum is accelerating in Italy, perhaps linked to changes in domestic policy and broader economic pressures.

Poland offers an interesting case study. In 2024, activity actually dipped by 4 percent compared to 2023. Yet in 2025 the trend reversed, and outbound movements grew by 18 percent. This rebound indicates that while Poland may not yet match France or Germany in volume, it remains a significant contributor to professional migration flows.

The most striking figure, however, comes from Portugal. Outbound activity grew only modestly in 2024, at 8 percent. But in 2025, the increase exploded to 94 percent. This extraordinary spike signals that Portugal has quickly become one of the most important European sources of professional migration and deserves close attention.

The Global Destinations of European Professionals

It is equally important to analyze where European professionals are moving to, which is also greatly reflected in the data we have gathered.. In 2025, the clear winner was Europe itself, which saw an increase of 49 percent compared to 2024. This reflects the growing trend of intra-European mobility, where professionals move within the continent for opportunities, lifestyle, or regulatory advantages.

South America emerged as another strong destination, rising by 36 percent. Central America and the Middle East followed with increases of 15 percent each. These regions are increasingly appealing to Europeans seeking both lifestyle change and professional opportunity.

Not every region is benefitting from these flows. Asia saw a slight decline of 1 percent, while North America dropped by 4 percent. Africa and Oceania experienced sharper declines, at 18 percent and 21 percent respectively. This redistribution of destinations highlights the importance of regional stability, visa opportunities, and lifestyle factors in shaping migration decisions.

What Do The Broader Trends Tell Us?

Our internal findings resonate with global research on migration and expatriate preferences. Surveys such as the Expat Insider Survey 2025 reveal that Southern European countries like Spain, Portugal, and Greece are among the most attractive destinations for expatriates. Their appeal lies not only in climate and culture but also in tax incentives and relatively lower living costs.

The Middle East has positioned itself as a major competitor for global talent. Countries such as the United Arab Emirates and Saudi Arabia have aggressively expanded residency schemes, introduced favorable tax regimes, and actively recruited skilled professionals. These efforts are bearing fruit, as seen in the steady growth of migration flows to the region.

At the other end of the spectrum, North America and Oceania are losing relative appeal. Rising costs of living, more restrictive visa regimes, and political uncertainties are reducing their attractiveness. For moving companies, this suggests that traditional migration corridors such as Europe–USA or Europe–Australia are no longer the dominant drivers they once were.

Push Factors: Why Professionals Leave

Economic Pressures

Understanding the motivations behind professional migration requires looking closely at the push factors in the countries of origin. Economic discontent is one of the most consistent themes. Even in high-income countries like France and Germany, professionals often feel constrained by high costs of living, particularly housing, energy, and childcare.

And with economic pressures, we see that tax burdens are another major driver. In France, proposals for wealth tax reforms and high-income levies have triggered concerns among affluent professionals. Italy recently altered its flat tax regime, doubling the rate for new foreign residents. These kinds of changes generate uncertainty and prompt people to consider relocating while they still have favorable options elsewhere.

Quality of Life Considerations - Working Remote

Quality of life also plays a crucial role. Many professionals seek environments with better work–life balance, healthier climates, and less bureaucratic stress. Southern Europe benefits greatly here, offering sunshine, cultural vibrancy, and more relaxed lifestyles compared to the urban pressures of northern Europe.

Remote work has amplified all of these factors. With greater freedom to choose where to live, skilled professionals are no longer tethered to their employers’ headquarters. They tend to focus on places where their quality of life is greatly improved. This means tax policies, lifestyle considerations, and cost of living have an outsized influence compared to the past.

Pull Factors: Why Professionals Choose Certain Destinations

Attractive Opportunities and Residency Programs

On the destination side, several pull factors stand out. Tax incentives and residency programs are particularly powerful. Portugal’s golden visa program, Italy’s flat tax regime (even with recent changes), and Greece’s residency incentives have made Southern Europe magnets for both professionals and wealthy retirees.

Another factor is that the job opportunities in certain regions, particularly in technology, healthcare, and finance, continue to attract global talent. The Middle East has invested heavily in creating such opportunities, making it easier for foreign professionals to integrate into their economies.

Lifestyle Appeal

Lifestyle remains one of the most important factors. Countries offering favorable climates, affordable housing, and vibrant cultural life gain an edge. For example, Portugal consistently ranks high in quality-of-life surveys, and Spain is equally popular among expatriates for its balance of affordability and lifestyle appeal.

Political and Regulatory Stability

Political and regulatory stability is another consideration. Countries with clear residency rules, transparent legal systems, and predictable governance attract those who want certainty. This helps explain the growing appeal of certain European and Middle Eastern destinations, as opposed to regions facing instability.

What This Means for Moving Companies

Given the data, both from Relocately and from external sources, here are actionable insights for companies in the international moving / relocation business.

  1. Target marketing toward professionals in France, Germany, Italy, and Portugal as source markets: These countries are generating the most leads/interest. For example, marketing content, competitive packages, or partnerships with local expat/relocation organizations in those countries will likely yield strong returns.

  2. Understand incentive programs in destinations: Because tax incentives, visa rules, residency programs are major pull-factors, moving companies should stay informed about changes (good or bad) in such programs; Portugal’s digital nomad / golden visa, Italy’s flat tax, Greece’s schemes, etc. Clients will ask.

  3. Offer consulting or value-add around non-obvious pain points: For professionals moving from high-cost/high-regulation countries (e.g., France, Germany), issues like taxation, recognition of professional credentials, bureaucratic hurdles, and housing cost negotiation are big. If your company can offer or partner to solve these, that increases value.

  4. Leverage internal data to preempt trends: Your spikes (e.g., Portugal) suggest shifts are happening fast. If you can monitor internal lead patterns by nationality/country of origin, you can get early signals of new source markets (or decline of others).

  5. Diversify destination offerings: Since Europe is the top destination region in your data, but places in Latin America and the Middle East are rising too, it may make sense to build & promote services for those routes. Especially for remote workers or people seeking lifestyle changes, exotic locations matter.

  6. Watch for policy or regulatory shifts: Many external sources warn that tax/incentive regimes can and do change fast (as with Italy’s recent increases, or France’s potential wealth-tax concerns). Moving companies must maintain up-to-date knowledge to counsel clients or manage risk.

Why This Matters

The broader lesson is that professional migration is not simply about economics. It is a multifaceted process shaped by lifestyle aspirations, political developments, and global mobility opportunities. At Relocately, our data allows us to see these trends as they emerge, often before they become widely recognized.

For moving companies, this is a unique advantage. By leveraging our insights, you can anticipate client needs, identify new growth markets, and position your services in the places where demand is rising fastest.

Conclusion

Professional migration is reshaping the European moving landscape. Our data shows that France, Germany, Italy, Portugal, and Poland are currently the key sources of outbound professionals, with Portugal experiencing the most dramatic growth. Destinations within Europe remain the top choice, but South America and the Middle East are increasingly popular alternatives.

External studies confirm that these flows are driven by a combination of tax and policy changes, cost-of-living pressures, and lifestyle aspirations. For moving companies, this creates both challenges and opportunities. The challenge lies in keeping pace with shifting policies and client motivations. The opportunity lies in anticipating demand and offering services that address the full spectrum of client concerns.

At Relocately, we are committed to providing these insights to our partners. Our data is not just about where people are moving; it is about why, and what that means for the future of the industry.
